“Isaac’s Voice”: New Law Ensures Protection Order Notifications to Safeguard Minnesota Families

Senator Andrew Lang’s (R-Olivia) bill, “Isaac’s Voice,” has been signed into law. The bill language was included in the Judiciary and Public Safety Conference Committee Report. It requires the court to inform the parent or guardian of a minor child if an order for protection (OFP), involving the child, is terminated.  

Lang became a champion for this bill following the tragic death of 13-year-old Isaac Hoff in 2022. Isaac was killed by a man who had been involved with his mother. Sandy Hoff, Isaac’s grandmother and guardian, delivered emotional testimony to legislators, explaining that she would not have permitted her grandson to visit his mother if she had known that the protection order had been lifted. The OFP had been terminated just two weeks before Isaac’s death. 

“This should never happen to another child in Minnesota,” Sen. Lang said. “Making sure families are aware when an order for protection is lifted is a small step toward preventing tragic situations like this in the future. Isaac’s voice will now help to keep others safe.”
