Jasinski: New laws taking effect August 1

Friends and neighbors,

Several new laws are taking effect in Minnesota on August 1, 2024. While I may not personally support or agree with all of these changes, it is crucial for everyone to be aware of them.   

A significant change concerns the penalties for “straw purchases” of firearms. I received a lot of feedback about this one during session, especially after the tragic murder of three Burnsville first responders in February. The penalty for buying a firearm for someone ineligible to possess one has increased from a gross misdemeanor to a felony. Republicans fought hard for this, but in the end it was a bipartisan change that will keep more firearms out of the hands of people who aren’t legally allowed to possess them. The law includes an exception for straw purchases made under a credible threat of harm to the purchaser or their family.  

There are new updates to child booster seat rules. Infants under two years old must be in rear-facing seats. Children at least two years old who have outgrown rear-facing seats can use forward-facing seats with internal harnesses. Those at least four years old who have outgrown forward-facing seats can use booster seats with lap and shoulder belts. Nine-year-olds who have outgrown booster seats may use regular seat belts if they pass a five-step seat belt test.  

There are new changes to the parental leave law. Employers must continue group insurance and health benefits for employees and dependents during pregnancy or parental leave. Additionally, prenatal care appointments can no longer reduce the length of this leave. 

Another new law taking effect on August 1 is a bill I authored this year: the Jetson Bill – also known as roadable aircraft or flying cars. It establishes regulations for vehicles capable of both flying and driving on public roads. Minnesota is the second state to enact regulations on this topic. While we won’t see flying cars immediately, this law positions Minnesota as a leader in embracing innovative transportation technologies. 

Other changes include adoption discrimination protections for parents with disabilities; stronger “swatting” penalties; parental consent, warrant or court order for juvenile DNA collection; new methods for employee drug testing; changes to tip rules for service workers; and much more.
