Lucero, Legislators Introduce Bipartisan Homeowners Association & Common Interest Community Reform Package

Legislators from all four caucuses held a press conferenceintroducing a Homeowners Association (HOA) and Common Interest Community (CIC) reform package. The House bill, HF1268, is authored by Representatives Kristin Bahner (DFL-Maple Grove), and Shane Mekeland (GOP-Clear Lake). The Senate bill, SF1750, is authored by Senators Eric Lucero (GOP-Saint Michael) and Susan Pha (DFL-Brooklyn Park).   

“Residents and stakeholders across the state have been contacting me for many months sharing stories of abuses by HOA and CIC boards, property management companies, excessive fines, unreasonable fees, conflicts of interest, and more,” Senator Lucero said. “The over 40 recommendations submitted to the Legislature from the Workgroup on Common Interest Communities and Homeowners Associations are a result of much testimony and deliberation. I’m excited to chief author Senate File 1750 seeking to implement needed HOA and CIC-related reforms.”   

“This reform package will strengthen consumer protection laws and ensure that Minnesotans are not taken advantage of by these organizations that have little oversight or accountability under current law,” said Representative Bahner. “Many Minnesotans across the political spectrum have experienced very real challenges with their HOAs. I’m proud to be part of this bipartisan group of legislators in both chambers who are ready to improve Minnesota law and better protect our neighbors.”  

“This bill will bring transparency and accountability to HOAs and CICs—requiring a process for dispute resolution, protecting homeowners from unjust fines, and eliminating hidden fees,” said Senator Susan Pha. 

The HOA/CIC reform legislation is the outcome of the Working Group on Common Interest Communities and Homeowners Associations, which met 14 times between September 2024 and December 2025 including multiple public listening sessions to hear constituent’s experiences and concerns. All four legislators were members of the working group. The legislation introduced reflects many of the recommendations of the working group’s final report to the Legislature, which can be found on the working group’s website.
