Sen. Lucero Named Vice-Chair of New HOA Reform Working Group

The Legislative Working Group on Common Interest Communities and Homeowners Associations, informally known as the HOA Reform working group, convened its first meeting on September 10 at the Minnesota Capitol. Sen. Eric Lucero (R-Saint Michael), a licensed real estate agent and the Republican lead on the Senate’s housing committee, was named as the group’s vice chair.    

“People from around the state have been contacting me sharing frustrating stories of unreasonable fees, lack of transparent processes, conflicts of interest in their HOAs, abuses by property management companies, and more,” Sen. Lucero said. “It is long past time to bring needed reforms to HOA and CIC related statutes, and this work group is a step in the direction of needed change toward greater transparency and accountability.”  

The working group will examine HOA fees, fines, and costs to residents. Additionally, the work group will assess the overall impact on housing costs, board transparency, dispute resolution methods, and laws governing HOAs. 

By February 1, 2025, the group aims to present recommendations for legislative reforms and regulations. 

The working group was established during the 2024 legislative session and consists of 18 individuals representing a diverse range of stakeholders. Members include HOA residents, realtors, attorneys, and other designated experts.  

Sen. Lucero has previous experience with HOA reform efforts. Last legislative session, he authored Senate File 4442, a major HOA reform bill. This bill was a response to constituents who raised concerns about HOA issues.  

“While my previous bill didn’t become law, this working group is a positive step,” Sen. Lucero said. “It’s an opportunity for us to raise awareness and address the concerns Minnesotans are experiencing with unreasonable HOAs.”
